By official resolution on October 6, 1980, the town fathers of Port Henry, New York, a village at the southern end of Lake Champlain, forbade the harassment of sea monsters. Champ's champions resolved ". . . that all the waters of Lake Champlain which adjoin the Village of Fort Henry are hereby declared to be off limits to anyone who would in any way harm, harass or destroy the Lake Champlain Sea Monster."
As if heartened by this proclamation, the monster made generous appearances in 1981.
Mayor Robert Brown of Port Henry was not displeased with the boost to the tourist trade. At least three dozen people saw the creature during the year, according to The New York Times, including "17 people in a Bible class," One young woman, said the mayor, had taken four pictures of Champ, which were being analyzed. Mayor Brown proudly added that a summer seminar of Ph.D. candidates concluded: "there's definitely something there." (The New York Times, October 4, 1981; Pursuit, 14:51, Second Quarter 1981)
